What Steps To Summon Buer ?

I'm not familiar that one, but, here are the general steps for invocation:

1) Develop a list of attributes for the one which is going to be summoned.
2) Divide the list into four categories: affinities, aversions, talents, and flaws.
3) Sort each of the four categories in order of decreasing significance. The most significant attributes are at the top.
4) Fashion a vessel within oneself beginning with the most significant attributes.
---> Note: Often, its most significant affinity is its name.

In many cases, step 4 is included in steps 1-3. Simply developing the list and the categories is making the vessel. As the list and the categories are being collected and organized, the one which is being summoned is automatically drawn to the vessel like a moth to a flame. This is because the aspirant's affinities, aversions, talents, and flaws are consistent ( or opposite and opposing ) with the one(s) being summoned. If not, then step #4 becomes an ongoing practice. This ongoing practice will be different for each individual, their context, and present circumstances.

If you would like a more specific prescription for you and Buer, I would need to know more about you and Buer.

Also, a word of caution, in case you're not aware: all of these forces operate in pairs. Using traditional jargon: All of these forces have conjoined twins ( their shadows ). Calling an "angel" is also calling a "demon". And vice versa. If one is calling for a blessing, be careful for the corresponding curse. And if one is calling for a curse, be careful for the corresponding blessing. You could be helping, instead of harming. If one is seeking inner strength; watch out for the corresponding rebound. Etc... My advice for this: Periodically, it's good to check your "blind-spot". It's true in both magic and mundane practices.

I don't know where you got that demon's name from but books that list them by name usually describe methods of summoning as well. The simplest technique is probably gazing at the demon's sigil and chanting its enn, that's what demonolaters (e.g. S. Connolly - we have a whole collection of her books in her Library) typically do. Gordon Winterfield's "Demons of Magick" / "Demons of Empowered Magick" (the last one has the tidier sigils) is also pretty basic.
